“Quality Elections by Quality Citizens”
The Election Commission has a vision to be amongst others, the impartial and independent organization which controls and conducts an election at whatever level as well as a referendum in an efficient and transparent manner. The whole process involves public participation and electoral education on a continuing basis. It also aims to reform politics and makes it more effective and acceptable to the public at large.
Apart from this, it has the duty to disseminate the electoral knowledge to the people and develop the political party system to become a strong and viable political institution corresponding to its important role in providing civic education to the people, and at the same time improving the democratic regime of government with the King as Head of the State. The most important criterion for the electoral preparation is to organize the election in a free and fair manner, and also urges the people to exercise their rights to vote freely without any influence of interference.
The Election Commission of Thailand is responsible for conducting a fact finding investigation and inquiries on arising problems or disputes of election. Nowadays, the patterns of the election law violations have been skillfully developed and become more complicated thus the investigation must be exercised with utmost caution in order to ascertain the facts during the process of certifying the election result.
Thailand has come a long way to reach the present stage of democracy, in which active participation of civil society is essential. The strength of the democratic nation depends not only on a democratically elected government, but also on the quality and constructive role of its electorate, the degree to which its citizens are aware of their rights and responsibilities in the society and the extent of their active participation in all political processes. Please bear in mind that there is no single blueprint for democracy, and each nation has its own version of democracy to suit the prevailing circumstances. Thailand in this respect has her own form of parliamentary democracy in which public participation is accommodated and promoted.
It should also be understood herein that the Election Commission was not created to perform the miracle. It has a mandate to organize an honest and fair election but this is the mission almost impossible to achieve without public support and participation of which the constructive role of the media figures prominently. Politicians and all political parties must improve their qualities and fairness in the electoral contest. They must establish their own ethics and code of conduct for running the election campaign. They must most of all try to become the electoral law abiding politicians. The electors must also change their voting culture and create a value system in order that the honest and dishonest politicians could be differentiated and only the good ones could be voted into the office on their own merit. The name of the game here is to achieve by all means the objective of having an honest and fair election and the Election Commission is accordingly entrusted to do the job.
In the final analysis, the Election Commission, the people, the government officials, the media politicians, political parties, and the NGOs must act together and make a collective effort to bring about an honest and fair election. To achieve this objective, the institutional capacity must be strengthened to support the management of elections, to organize political parties, and to broaden citizens’ knowledge about electoral and political processes. Without all these, all the efforts will be just an exercise in futility.
